In 2025, Vidhi’s Briefing Book shifts focus from designing new laws to making existing ones work better. Titled Implement India, this edition presents 15 reform ideas that strengthen the everyday functioning of India’s legal and policy frameworks.
The ideas range from ensuring reasonable accommodations for children with disabilities in schools to enabling participatory groundwater governance; from improving the functioning of government advocates to catalysing private R&D investment through the ANRF. Grouped into Envision, Empower, and Enable, these ideas underscore that the real challenge today lies not in drafting the law, but in implementing it—with clarity, capacity, and conscience.
