As Vidhi completes its 12th year of operations, join us on 6 December 2025 at The Imperial, New Delhi for a day of insightful conversations. The event will delve into Vidhi’s 2025 Briefing Book, ‘Implement India’, focusing on the implementation of key law and policy reform ideas.

We are honoured to have Dr. Montek Singh Ahluwalia, one of India’s most prominent economists, deliver the Keynote Address. Dr. Ahluwalia is the former Deputy Chairman of the Planning Commission of India, currently a Distinguished Fellow at the Centre for Social and Economic Policy.

Join us as we bring together leading voices from policy, academia, and industry to explore actionable pathways for India’s development, including:

About the Briefing Book

Vidhi’s Briefing Book shifts focus from designing new laws to making existing ones work better. Titled Implement India, this edition presents 15 reform ideas that strengthen the everyday functioning of India’s legal and policy frameworks.

The ideas range from ensuring reasonable accommodations for children with disabilities in schools to enabling participatory groundwater governance; from improving the functioning of government advocates to catalysing private R&D investment through the ANRF. Grouped into Envision, Empower, and Enable, these ideas underscore that the real challenge today lies not in drafting the law, but in implementing it—with clarity, capacity, and conscience.

About the Panels

Panel 1: How can the potential of Open Government Data be unlocked?

What would it take to develop Open Data as public infrastructure in India?

This conversation will explore governance frameworks, accountability mechanisms, interoperability standards, and the creation of AI-enabling datasets—offering a multidisciplinary view of the next steps for India’s Open Data ecosystem.

Panel 2: How can private sector investment in research and development be bolstered?

What systemic and institutional reforms are needed to strengthen India’s R&D landscape?

Bolstering research and development in India requires strong public institutions, a coherent approach to technology transfer, and dynamic public–private partnerships. This conversation will explore how India can intensify R&D activities, strengthen innovation pipelines, and support long-term scientific and technological competitiveness.

Panel 3: How can climate resilient cities be built?

How can we build climate resilience in Indian cities—and what happens if we don’t?

This session will highlight why collaboration across law, governance, and urban design is essential for adapting Indian cities to climate risks and ensuring sustainable, equitable urban futures. Together, we explore one central question: What can we do to make Delhi truly climate-resilient?

Panel 4: How can Green Banks be established?

How can Green Banks unlock the capital needed to finance India’s transition to a low-carbon economy?

Green Banks are crucial to de-risk and finance India’s transition to a low-carbon economy. By offering concessional credit and mobilising private investment, these specialised financial institutions will unlock the capital needed to scale renewable energy and sustainable infrastructure, accelerating our climate goals. This panel will discuss the blueprint for establishing licensed green banks in India and their role in creating a pipeline of bankable climate projects.
