The Vidhi Centre for Legal Policy organised an online discussion on ‘Passing the Baton: Implications of Public-Private Partnerships in Education for Rights of the Child‘ on 9 March, 2022.
The discussion was on the theme of PPPs in education, especially at the stage of Early Childhood, and will delve into implications of PPPs in education on equity in access, and accountability of the State towards the child.
The topic finds its genesis in Vidhi’s recent report, ‘Passing the Baton: Understanding the PPP Model of ECE Delivery in Urban Maharashtra’. This report critically assesses, as a case study, the regulatory framework governing Balwadis in Mumbai, which is run through a PPP model with 25 NGOs. Through the study, it was found that in the absence of clear norms and standards for the delivery of Early Childhood Education (ECE), and appropriate regulation of NGOs who are supplementing education delivery, concerns of equity and quality arise from the lens of the Right of the child to care and education.
